College of the Redwoods: Downey earned two letters in baseball for the Corsairs. As a sophomore he appeared in 18 games and pitched in 59 innings, finishing with a 3.98 ERA.

High School: Downey earned four letters in baseball and football for Rim of the World High School. He was a two-time All-Mountain Valley selection on the baseball diamond and earned All-Mountain Valley League honors on the gridiron.Downey had a career batting average of .412 for the Fighting Scots.
